What Does “Made in Canada” Mean?

“Made in Canada” and “Product of Canada” are not interchangeable claims. Canada’s Competition Bureau publishes guidance for non-food products to help businesses make accurate country-of-origin representations and to help consumers understand what those claims mean.

What Does “Made in Canada” Mean?

Under the Competition Bureau’s current guidance, a Made in Canada claim will generally not be challenged when three conditions are met:

• the last substantial transformation of the product occurred in Canada;
• at least 51% of the total direct costs of producing or manufacturing the product were incurred in Canada; and
• the claim is accompanied by an appropriate qualifying statement when imported content is used, such as “Made in Canada with imported parts” or similar wording.

The Competition Bureau notes that these are enforcement guidelines rather than a certification program, and country-of-origin claims must not create a false or misleading overall impression.

How Is “Product of Canada” Different?

“Product of Canada” has a higher threshold. The Bureau’s guidance generally requires the last substantial transformation to occur in Canada and at least 98% of the total direct production or manufacturing costs to be incurred in Canada.

What This Means for Arctic Bay
